Yes. Lumin Notes is built with no networking capability, so macOS blocks every outbound connection at the system level. Your recordings, transcripts, and summaries physically cannot leave your Mac. You can confirm this in Settings → Privacy.

Which Macs are supported?

Yes. Recording-consent laws vary by location, and many require everyone's permission before a conversation is recorded. Please get consent before you record.
